What is a Charter School?
Charter schools are public schools that offer families a high-quality, tuition-free education with greater flexibility to innovate while being held to strict state standards.
A Public School with a Difference
Charter schools operate independently from district schools, allowing them to create unique learning environments that foster academic growth, leadership, and character development. Like all public schools, they:
- Are tuition-free and open to all students in North Carolina
- Follow state academic standards and administer state-mandated tests
- Receive public funding based on student enrollment
- Serve students of all abilities, including those with special needs and English language learners

High Standards & Accountability
Charter schools are held to the same, if not higher, academic and financial standards as traditional public schools. They must:
- Meet state performance requirements set by the NC Department of Public Instruction (NCDPI)
- Submit annual reports demonstrating academic growth and financial responsibility
- Be reviewed regularly to ensure they provide a high-quality education
Open to All Students
Unlike private or selective schools, charter schools cannot choose their students. Admission is open to all, and if more students apply than there are available seats, schools hold a random lottery to ensure fairness.
Dedicated & Qualified Teachers
At least 50% of core subject teachers in a charter school must be state-certified, and all must meet state and federal qualifications to ensure high-quality instruction.
High Expectations For Every Learner
Charter schools serve students of all abilities, including those with disabilities and learning differences.
- Individualized Education Programs (IEPs) and 504 plans for students with special needs
- English language learner support to ensure all students thrive
- Flexible, student-centered approaches that adapt to diverse learning styles
Access to Transportation & Meals
Not many charter schools offer free transportation and meal programs to ensure every child has access to a great education. While charter schools are not required to provide these services, RISE participates in the National School Lunch Program and arranges transportation options for families.
A Choice for Families
Choosing a school is an important decision. Charter schools empower families by providing high-quality, student-centered alternatives to district schools. And because they are public schools, students can return to their local district school at any time if they find that a charter school isn’t the right fit.
